CRWRC’s Disaster Response Team is looking for an energetic Disaster Response and Preparedness Manager.  This position will be part of a team in international food and non-food emergency relief and rehabilitation programs.  Based in Nairobi, Kenya or Kampala, Uganda the work will include coordinating and supporting CRWRC and partner responses to humanitarian crises in East and Southern Africa. This will be accomplished through training, consulting and meeting with on-site CRWRC staff and partners, in the execution of relief programs and to build their capacity in all areas of disaster management, including integration with development strategies such as prevention, preparedness and mitigation. 

The successful applicant will need a Bachelor of Arts or Science with a Business Management or Engineering specialty preferred or an acceptable combination of education, training/experience will be considered.  The candidate will be required to demonstrate project management experience and financial planning and budgeting skills. 

A commitment to Christ and ability to be proactive and work with minimal supervision is also required.  Competency in Swahili, Spanish or French will be considered an asset.

Position Description

Job Title:                    Disaster Response & Preparedness Manager
Team:                          Disaster Response Team (DRT) 
Reports to:                 Disaster Response Team Leader
FLSA Status:              Full-time, exempt

Summary
This position represents CRWRC’s Disaster Response Team (DRT) mandate and activities in East and Southern Africa.  It is responsible for managing the development and implementation of CRWRC-DRT projects and programmes in response to humanitarian crises in East and Southern Africa, using CRWRC’s resources in an appropriate manner, to positively impact vulnerable groups in crisis.

Essential Duties and Responsibilities
1.       Conducts, in cooperation with Ministry Team (MT) staff and partner(s), regular disaster risk surveillance, assess the potential for disasters and need for CRWRC intervention
2.       Consults on potential crisis/risk conditions with CRWRC MT staff and partner representatives as disasters become apparent in the region and provide capacity assessments of partners for the CRWRC-DRT team
3.       Designs, with input from relevant stakeholders, appropriate and timely disaster response projects and programmes and funding proposals, using quality need assessment information and in compliance with programming standards (International Committee of the Red Cross (ICRC), Sphere (Humanitarian Charter and Minimum Standards in Disaster Response) to which CRWRC subscribes
4.       Organizes with the CRWRC Country Consultant and/or regional team leader a matrix of tasks and roles for the implementation and reporting of disaster response interventions by CRWRC’s partners, including a protocol for addressing issues
5.       Develops and maintains strategies to build and maintain relationships with appropriate Government and Non-Governmental Organizations (NGOs) and coalitions (including the United Nations, potential donors and other faith-based organizations) in each country in the area disaster response.  It is expected that maintaining these relations at the country level is a joint effort of DRT and MT staff
6.       Research and develop tools, materials, templates and guidelines for enhancing Disaster Management within the region
7.       Develop, coordinate and implement strategies and annual implementation plans on Disaster Management training for the East Africa and Southern Africa Ministry Teams and their partners.  This training will cover the integration of Disaster Risk Reduction within development strategies, Disaster Preparedness, Need Assessments, Project Design, Implementation and Evaluation
8.       Compile work plans and budgets in line with CRWRC-DRT’s strategic plan, informed by East Africa MT and Southern Africa MT priorities
9.       Report monthly to CRWRC-DRT on progress towards objectives
10.   Participate in CRWRC-DRT, East Africa MT and Southern Africa MT annual  meetings for agenda items relevant to disaster response and its interface with community development programs
11.   Participate with CRWRC-DRT and Constituency Relations (CORE) Team in educating CRWRC constituency in North America on CRWRC’s Disaster Response and its activities
12.   Build the capacity of CRWRC-MT staff, volunteers and partners in all areas of Disaster Management – including the integration of Disaster Risk Reduction within development strategies, Disaster Preparedness, Need Assessments, Project Design, Implementation and Evaluation with consultation and cooperation with the MT leadership
13.   Perform other duties as assigned

Supervisory Responsibilities
This position is responsible for the programme and work of the National Relief Manager in Kenya and IRMs or other contract staff and/or volunteers who assist with disaster response interventions.  This position will also provide leadership to a changing number of CRWRC-DRT staff, contract staff and partner staff, in carrying out capacity assessments, need assessments, the writing of grant proposals, and the implementation complex disaster response projects, ensuring a stimulating cooperation with Ministry Team (MT) staff.

Education and/or Experience
To perform this job successfully, the individual should have the following education and experience.
1.       A Bachelor of Arts or Science, with a specialty in either Business Management, Engineering, Project Management, International Disaster Management preferred
2.       At least 2 years experience of living and/or working in a developing country
3.       At least 3 years of work experience in project management, financial planning and budgeting
4.       Technical grant writing experience preferred

Language
Oral competency in Swahili, French or Spanish will be considered an asset
